Got a 78' mobylette 50V with Dellato carb

Running pretty good but only tops out around 27-30.

Any tips for a newbie on where to start to increase the top end?

Hey Jay. Welcome to the best Mobylette forum on the web.
Need to know which size of Dellorto carb do you have (marked on right side of the carb), also if you have put a performance exhause on it yet or it has the stock one.
A well set up engine with a good carb and pipe should give you a good reliable bike. Increasing the power a bit would allow you to change the gears a bit to put you at a higher top end.

15/15 Sha dellorto on a stock engine and I use the 59 jet. I think it has the stock pipe still

Here is the 'free' power.
The second versions of the chrome blunderbuss pipes were a lot more restrictive then the earlier ones with the ball muffler. If you change exhause or even just remove the backflow on the stock pipe a bit and clean it well you should get a bit more from your bike. Adjust the ignition timing to 1.5mm before top dead center. Make sure you are mixing your fuel to between 3% and 4% (32:1 tor 25:1).
As always make sure you tires are full, bearings are greased and brakes are not dragging...

well, ignition and exhause.
i thought my ignition timing was good, but i played a bit around and in the end i had +8kmh. wonderful.

if you have the oval exhause (i love the sound...) make shure the thin long pipe inside is clean...after burning my exhause, there were some little carbon pieces stuck inside.
the manifold of this exhause is very long, you could shorten it a bit. (3-5 cm)

do you have a 15mm intake? the biggest carb is useless if it´s mounted on a tiny intake...
